Fender Liner

I've been getting a rubbing sound from the drivers front on hard cornering. Upon inspection I've discovered that the inner liner has a pucker in it. There is a molded bump toward the top front that fits over a metal seam. This is where the liner has puckered and it is bulged by a couple of inches. You can see where the tire is rubbing it and beginning to wear through it.

I tried pushing it up but it just pops back. Is there a trick to re positioning the liner? My worry is that crud, salt etc. will get behind it and rust out the area.

The liner is supposed to go behind the rubber moulding around the fender lip.

It is behind the molding. It's the side closest to the engine that has this V shaped bulge similar to a folded tent card. It runs about 5 inches.

I would remove the thing and see exactly what the story is.
Applying a heat gun should allow you to get it shaped back good enough and hold in that position till it cools it should stay there.

Just a thought...
