Sometimes starter clicks but doesn't crank

Sometimes when I start her the starter will click when I turn the key, but it won't crank. If I turn the key off and on again enough times it will likely fire. It's almost as if the starter is beginning to seize up. Has anyone else had this issue? is it likely the starter going bad or could it be a wiring / grounding issue?
